H. Joseph Benedict Perera, Member of Parliament for Wattala, Gampaha District Development Council was the first Chairman of the Wattala Pradeshiya Sabha in 1988 and Mr. Gunasiri Dharmapala was the first Secretary of the Pradeshiya Sabha. The first session of the Pradeshiya Sabha was held at the Hendala Minor Municipal Council Assembly Hall on 08.01.1988 and the Welisara Sub Office Upstairs Meeting Hall was newly opened on 19.10.1988 and used for that purpose.
Mr. Sirikamal de Silva, who later served as a member of the Wattala Pradeshiya Sabha, was elected as the Chairman of the Pradeshiya Sabha. It is bordered by the Negombo Urban Council, the Negombo Lagoon to the east, the Ja-Ela Pradeshiya Sabha, the Mahara Pradeshiya Sabha and the Wattala Mabola Urban Council.
At present there are forty Grama Niladhari Divisions and a population of one hundred and sixty two thousand three hundred and thirty one and the area of the area is 54.6 square kilometers. The number of members is thirty-five. The number of employees is two hundred and fifty.
